PAPE – Employment Promotion Program

The PAPE Program, spearheaded by the Angolan Government, is the largest initiative aimed at fostering job creation, self-employment, and business training for young Angolans. The program empowers individuals and transitions informal businesses into the formal economy, equipping them with tools and skills to effectively manage small enterprises. Mitrelli’s Education sector provided top-of-the-line equipment and learning programs for the training centers, ensuring practical, relevant, and impactful education for participants.

High youth unemployment and the dominance of informal businesses in Angola created barriers to economic growth and individual prosperity. Limited access to professional training, resources, and opportunities for entrepreneurship left many young people without the means to secure sustainable livelihoods. These challenges necessitated a comprehensive approach to formalize businesses, improve skills, and promote innovation.

Our solution

Mitrelli Education Sector delivered a holistic solution by designing and supplying 37,000 professional kits, constructing new training centers, and upgrading existing centers.
Mitrelli Education sector ensured the professional kits were relevant and of high quality, accompanied by tailored training to help beneficiaries succeed in the labor market.
