About The Position

Position Summary

The Country Engineering Director is responsible for overseeing all engineering activities at the regional level within Mitrelli’s Engineering & Production (E&P) area. This role ensures that project-specific technical needs are fulfilled throughout the full lifecycle of construction and infrastructures projects. Working closely with the Sectors, PMO, Production, and Procurement teams, the Engineering Director ensures that local engineering solutions align with technical standards, operational requirements, regulatory obligations, and strategic objectives.

Key Responsibilities

1.     Conceptual Engineering & Feasibility Development

  • Design and develop technical solutions, products, or systems tailored to client and sector requirements.
  • Define technical strategies and concepts in the pre-investment phase.
  • Lead feasibility studies, site assessments, and layout development aligned with project strategy and timelines.

2.     Detailed Engineering & Design Coordination

  • Oversee all stages of design development, from concept to detailed engineering.
  • Coordinate interdisciplinary engineering teams and external consultants.
  • Ensure constructability, operability, and cost-efficiency across all deliverables.

3.     Technical Requirements Definition

  • Establish technical requirements for engineering components, including performance targets.
  • Ensure technical options comply with technical requirements, project goals, sector requirements and national regulations.
  • Prepare procurement inputs such as BoQs and other relevant data.
  • Approve designs before execution phase.

4.      Materials Engineering & Technical Evaluation

  • Specify materials and systems according to durability, compliance, and lifecycle cost.
  • Conduct technical evaluations of vendor proposals.
  • Promote innovation in materials and construction methods at country level.

5.      Innovation & Technology Assessment

  • Explore and evaluate advanced construction methodologies relevant to the local context.
  • Support alignment between emerging technologies and project risk profiles.

6.      Regulatory & Standards Compliance

  • Ensure all engineering activities comply with national and/or international standards and company policies.
  • Liaise with local authorities and assist in permitting and approvals processes.

7.      Quality Assurance

  • Define engineering quality control procedures and relevant KPIs.
  • Lead or support technical audits and implement corrective measures as needed.

8.      Technical Risk Management

  • Identify and mitigate engineering and design risks throughout the project lifecycle.
  • Maintain and manage a country-specific engineering risk register.
  • Support contingency planning and advise on cost/schedule impacts of technical risks.

9.      Lifecycle Technical Support & Value Engineering

  • Provide continuous technical support from design to commissioning and guarantee.
  • Lead value engineering initiatives to optimize cost and performance.
  • Support maintainability and operational efficiency for completed systems.
  • Actively promote lessons learned across all projects and product improvement.

10. Cross-Functional and Stakeholder Collaboration

  • Collaborate with PMO for alignment on planning and monitoring frameworks.
  • Coordinate with Procurement to ensure timely and technically accurate acquisition of materials/services.
  • Work closely with Construction teams to solve on-site technical challenges and validate execution.
  • Engage with client stakeholders throughout the project lifecycle to ensure alignment and understanding of design intent.
  • Lead structured technical design reviews, promote interdisciplinary collaboration, and facilitate knowledge-sharing sessions.


Requirements

  • Bachelor’s or Master’s degree in Engineering (Civil, Mechanical, Electrical, or related discipline).
  • Minimum of 15 years’ experience in engineering leadership roles, ideally within infrastructure or large-scale development sectors.
  • Proven experience managing multidisciplinary teams in a national context.
  • Strong knowledge of national and international construction codes, standards, technical regulations, and permitting procedures.
