About the Project – Katyavala Bwila University | Benguela

The expansion of Katyavala Bwila University in Benguela represents an important investment in the future of education and human capital development in Angola.

Developed in partnership with the Government of Angola, this project aims to strengthen access to quality higher education through the construction of modern academic infrastructure designed to provide better conditions for students, professors and future generations.

More than constructing buildings, this project is about creating an environment where knowledge, innovation and talent can grow — supporting the development of skilled professionals who will contribute to Angola’s future.

By delivering impactful infrastructure across key sectors such as education, healthcare, energy, water and urban development, Mitrelli continues to build sustainable solutions that improve lives and create long-term value for communities.



About the role:

As the Project Lead, you will be responsible for leading the construction of a large-scale university campus in Benguela, overseeing the project from mobilisation through to final handover.

This is a senior site-based leadership position requiring extensive experience delivering complex building projects. You will be responsible for the overall execution of the project, ensuring the successful delivery of the works within scope, schedule, budget, quality and HSE requirements while coordinating multidisciplinary teams, contractors, consultants and key stakeholders. The successful candidate must have a strong background in vertical building construction and demonstrate proven experience managing all phases of large building developments from the contractor side.

Only candidates holding a Degree in Civil Engineering will be considered.

  • Lead the delivery of a major university construction project from mobilisation through commissioning and final handover.
  • Develop, monitor and control the overall project execution strategy, schedule and budget.
  • Coordinate all construction activities, ensuring alignment between civil, structural, architectural, MEP and finishing works.
  • Manage contractors, subcontractors, consultants and supervision teams to ensure compliance with contractual, technical and quality requirements.
  • Ensure projects are delivered safely, on time, within budget and to Mitrelli's standards of excellence.
  • Identify project risks, propose mitigation measures and escalate critical issues when required.
  • Manage project reporting, financial performance, change orders, procurement coordination and contractual matters.
  • Coordinate with PMO, Procurement, Engineering, Bidding and Contract Management throughout the project lifecycle.
  • Ensure compliance with local regulations and maintain productive relationships with authorities and external stakeholders.
  • Lead and motivate multidisciplinary project teams, promoting a culture of accountability, collaboration and continuous improvement.
  • Manage the effective allocation of human resources, equipment, materials and subcontractors.

Requirements

  • Degree in Civil Engineering is mandatory. Candidates holding degrees in other disciplines will not be considered.
  • Minimum of 10 years' experience managing large-scale building construction projects, with proven responsibility for the full project lifecycle from mobilisation to handover.
  • Proven experience as Project Manager or Project Lead delivering complex vertical construction projects from the contractor side.
  • Demonstrated experience managing the full lifecycle of building projects, from mobilisation through commissioning and handover.
  • Experience managing multi-disciplinary building (whole project lifecycle).
  • Experience working with authorities and be able to build strong relationships with local authorities
  • Ability to read and work with REVIT, CAD drawings and BIM.
  • Proficient in Microsoft Office and Microsoft Project.
  • Superior level of motivation and comfort working in a high energy, fast-paced environment.
  • Previous experience in multicultural and international environments is appreciated.
  • Previous experience in Angola/Africa is highly desirable.
  • Must be willing to relocate as needed.
  • Fluency in Portuguese and advanced level of English is a must.
