PROÁGUA – Water Infrastructure & Management Program

PROÁGUA is a flagship initiative of the Government of Angola, launched to modernize and expand water production and distribution systems in the provinces of Luanda and Icolo e Bengo. With financing authorized by Presidential Decree No. 109/22, the project strengthens EPAL’s operational capacity through increased water production, rehabilitation and expansion of distribution networks, and optimization of technical and commercial management. Beyond infrastructure, PROÁGUA emphasizes knowledge transfer, technological innovation, and institutional capacity building, ensuring sustainable and autonomous water management for the future

Project
challenges

Angola is experiencing growing demand for clean water, particularly in Luanda and Icolo e Bengo, where rapid urban expansion places pressure on existing systems. Aging infrastructure, network losses, and limited distribution still leave many residents with reduced access to reliable supply. At the same time, EPAL continues to face challenges in expanding capacity, monitoring operations, and managing customer services, making investments in modernization essential for public health and sustainable development.

Our solution

Mitrelli, in partnership with the Government of Angola and EPAL, is implementing PROÁGUA through a comprehensive, phased approach. The project combines infrastructure rehabilitation and expansion, cutting-edge digital management systems, and robust capacity-building programs. It enhances production by upgrading existing treatment plants and building new facilities, expands distribution with advanced monitoring systems and hydraulic modeling, and strengthens commercial management through digital platforms, customer databases, and smart metering. Knowledge transfer and staff training ensure long-term sustainability and autonomy for EPAL.

Scope
of work

Water Production Infrastructure

  • Rehabilitation of existing ETAs (Kifangondo, Luanda Sul, Calumbo, Kilamba)
  • Construction of compact decentralized water units (UCDs) in Kilamba and Zango
  • Installation of 6 desalination units, 15 boreholes, and public fountains

Distribution Network Modernization

  • Installation of SCADA systems and a central control room
  • Modernization with automatic valves and sensors
  • Hydraulic modeling of Luanda’s network
  • Implementation of GIS system in Cazenga and supply of leakage detection equipment

Commercial Management & Knowledge Transfer

  • Installation of 5,000 meters for domestic consumers and 4,000 smart meters for large consumers
  • Migration of EPAL’s customer database to SAP system
  • Development of digital customer service and complaints management systems
  • Institutional diagnosis, training programs, and staff capacity building
  • Refurbishment of EPAL’s commercial stores in Marçal, Cazenga, Catete e na Maianga
