challenges

The National Electoral Commission of Angola used to operate from rented facilities that were costly and inadequate. To address this, the decision was made to repurpose a historic building, combining functionality with the preservation of cultural heritage, while providing a permanent home for the National Tally Centre.

Our solution

Mitrelli Urbanization designed the National Electoral Commission of Angola’s new headquarters to ensure optimal functionality while preserving the historic architecture and valorizing the nation’s patrimoine. In developing this building, we provided a functional and modern space designed to ensure efficient electoral processes. This initiative enhances public trust in democracy, offers employees a secure and well-equipped environment to perform their duties with excellence, and supports the government by delivering strategic infrastructure for the organization and management of elections. This headquarters not only strengthens operational efficiency but also reflects a harmonious blend of modernity and cultural heritage, elevating the institution’s stature.

Design and Construction: Development of a modern 10,961 m² building over four floors, preserving the historic façade while ensuring functional, durable, and sustainable architecture.

Interior and Facilities: Creation of key spaces, including a 140-seat auditorium, a National Counting Centre with 836 workstations, and administrative and technical support areas.

Technology Integration: Installation of state-of-the-art equipment, IT infrastructure, and modern systems for efficient operations.

Heritage Conservation: Preservation of cultural and architectural heritage while blending it with contemporary design.

Project Management: Coordination between the Urbanization and Technology Sectors of Mitrelli, ensuring seamless execution and compliance with modern standards.
