Ministry of Interior Headquarters
The requalification and expansion of the Ministry of Interior Headquarters, located on Avenida Murtala Mohamed in Luanda, is a strategic project aimed at enhancing the institutional and administrative capacity of Angola’s central public administration. The intervention includes preservation and modern functional overhaul of the existing 9,000 m² building and the construction of a new 6,400 m² structure, resulting in a total intervention area exceeding 21,000 m².

challenges
The existing facility required modernization to meet current administrative and security demands. There was a need for a more functional, secure, and technologically equipped environment to support public service delivery and institutional capacity.
Our solution
Mitrelli led the preservation and functional requalification of the existing headquarters, constructing a new adjacent building. Together, these create a modern, integrated facility with enhanced capacity, infrastructure, and staff support, providing an environment designed for contemporary operational needs and future resilience.
Scope
of work
This project comprises two main fronts:
- Structural preservation and functional redesign of the existing building, with approximately 9,000 m².
- Construction of a new building with 6,400 m².
The total intervention area exceeds 21,000 m² and also includes:
- An auditorium of 400 m² with capacity for 252 seats.
- Technical and support areas.
- Outdoor landscaping covering 1,800 m².
- Office space for 972 employees, a Grand Hall, VIP Meeting Room, Events Hall, Gym, Medical Post, fully equipped canteen with 144 seats, and a modern Data Center
- Parking facilities totaling 4,350 m², including both covered and uncovered areas.
