Mitrelli
CLESE is a network of entrepreneurship and employment centers established to promote economic growth and job creation across Angola. Initiated in 2011 under the Ministry of Social Security, CLESE aims to create a nationwide network of 18 centers, providing training in entrepreneurship, management, and IT, along with incubator facilities for startups. Mitrelli provided top-of-the-line equipment, didactic materials, and robust training programs, fostering innovation and business development for young entrepreneurs.

Angola faced a pressing need to boost entrepreneurship and employment, especially among young people in local communities. The lack of accessible support centers, inadequate training in business management, and limited links between new entrepreneurs and the financial/commercial sector hindered economic opportunities. This context emphasized the need for dedicated spaces to foster entrepreneurial growth and facilitate connections with the labor market.
Mitrelli managed the construction, equipment logistics, and configuration of all CLESE centers, ensuring state-of-the-art facilities. The project included providing business incubators, up-to-date training, and strong linkages between labor market actors. Collaboration with local universities enriched training with lectures from experts, while ongoing mentoring ensured a smooth handover to MAPTSS. The CLESE model’s success, with demand surpassing capacity, underscores its transformative impact and supports the expansion of the network.
