ESPC project- Côte d’Ivoire

The Etablissements Sanitaires de Premier Contact (ESPC) program was designed to ensure universal access to quality primary healthcare across Côte d’Ivoire. The initiative focuses on building and modernizing 348 healthcare facilities, ensuring that every Ivorian lives within 5 km of a medical center. The project enhances maternal and infant care, disease prevention, and access to essential medicines, significantly improving public health outcomes. Mitrelli Healthcare led the design, construction, and full equipment of 348 modern medical facilities, delivering turnkey solutions that include infrastructure, water and electricity supply, medical equipment, and furnishings.

Project
challenges

In many parts of Côte d’Ivoire, particularly in rural and underserved areas, accessing primary healthcare has been a challenge. Many communities had to travel long distances to reach a medical center, making it difficult to receive timely care, vaccinations, and essential treatments.

Limited infrastructure and a shortage of modern healthcare facilities meant that maternal and infant care, disease prevention, and routine medical services were not always easily accessible. These challenges highlighted the need for a stronger, more connected healthcare network to bring essential medical services closer to the people who need them most.

Our solution

To address these challenges, the ESPC program was launched to bring primary healthcare services closer to communities across Côte d’Ivoire. The initiative focuses on the construction and renovation of healthcare centers, ensuring that every Ivorian has access to quality medical care within 5 km of their home.

Mitrelli is supporting the program by delivering turnkey healthcare facilities, including infrastructure, medical equipment, water and electricity supply, and furnishings. Each center is designed to provide maternal and infant care, vaccinations, treatment for common illnesses, and essential medicines, helping to strengthen preventive and primary healthcare services nationwide.

By combining modern facilities with a focus on accessibility and sustainability, the program is making it easier for communities to receive consistent and quality healthcare, improving overall well-being across the country.

of work

Mitrelli played a key role in the design, construction, and full implementation of modern healthcare facilities across Côte d’Ivoire. Our work included:

  • Infrastructure development – Construction of new healthcare centers and renovation of existing ones.
  • Utilities integration – Ensuring reliable water supply, electricity, and essential infrastructure to support healthcare services.
  • Medical equipment and furnishings – Outfitting each facility with modern medical tools, furniture, and essential supplies.
  • Healthcare accessibility – Supporting the establishment of a nationwide network of primary healthcare centers within 5 km of every citizen.
